Updates: Rapid Fire for Tremors and Reduced Lightning Damage from Stormpeak

UPDATE: Two fixes from our GS Devs: GM Zissu announced a fix for Rapid Fire (515) so that it will not trigger a channel cast of Tremors (909). GM Estild announced that damage from critical failure for lightning strikes in Stormpeak was reduced.
