Pawnshops in and around Solhaven Fixed

UPDATE: GM Apraxis announced a fix to the Solhaven Pawnshops (Solhaven, Caravansary, and Elven Village). They now have the correct racial modifiers and no longer will give wildly variable responses when the seller is above the weekly non self-looted treasure cap.

We have rolled out a fix for the Solhaven Pawnshops to address a couple of long-standing issues. Specifically, the Solhaven Pawnshops (including Caravansary and Elven Village) should now properly give racial modifiers, and also should no longer give wildly variable responses when appraising or selling items while above the weekly non self-looted treasure cap.
