Use it to restore the “perfect” or “well-made” first part of the base name of the weapon. He adds it will also strip any long description on the weapon. Details:

Attention blacksmiths! The polisher now works properly with your crafted weapons that have been altered either by using a Blacksmith’s Companion or any other means.

You can use it to restore a quality such as “perfect” or “well-made”. This will replace the first 15 of the base of the weapon. However, doing this will remove any long description it has. For example you could use the polisher to change “a sharp folded steel dagger with a black pommel” to “a perfect folded steel dagger”.

There is also the option to use the polisher to CLEAN a weapon. All this does is remove the long description stripping a weapon down to its base 15/15/15 whatever that may be. Using the example above, “a sharp folded steel dagger with a black pommel” would become “a sharp folded steel dagger”.
