In light of the terrible persecution of the half elven in the west, we have decided to tolerate the refugees in our lands and command them to take residence in the area surrounding the sanctuary of Cysaegir. Due to the terrible disease they have been plagued with, they will be confined to the area around that city and to the south and west. Until we have knowledge of this disease, how it spreads, and if it is contagious to our population, they shall not be allowed to travel north of this area.
Any refugees found north of Cysaegir will be returned to the sanctuary. Anyone caught assisting in their travels out of this quarantined area will be dealt with swiftly and harshly. Our priority and concern is first for our House and the Shining City. However, we will not stop those wishing to give aid and healing from traveling to Cysaegir. But, let it be known, that until we have more information about this disease and how it is contracted, those giving aid may not be allowed back north again. To limit contact with those taken ill, crates and barrels have been placed on the trail to Cysaegir. Supplies and other forms of aid may be deposited in them for the refugees to gather.
