Subj: A Report to the Town Council, on the current matter of Carenos, Cyph, and Grand Magister Dennet.
The following is a private report, submitted to the Honorable Judge Renpaw and the Town Council, which is quite lengthy but expressing the follow:

SECTION VII:
As you are likely aware, Grand Magister Dennet Kestrel — as current warden of the Outpost — has requested some form of extradition for the suspected fugitive, Carenos (also known by the alias of Scar), who is believed to be hiding in our midst. After holding a town meeting this evening and receiving a great many valuable testimonies, reports, and opinions from our citizens and allies, I have determined that we have much conjecture and hearsay on this matter, but precious few facts.
The claims thus far, as best I can collate, are as such: Carenos’s two daughter tragically perished in blue fire, thus propelling him on a quest for vengeance, and he firmly believes Cyph Kestrel, the Grand Magister’s own son, to be responsible for the violent act. While there seems to be no direct evidence on our end to support this, it certainly does follow the (aforementioned) pattern which we have seen thus far. However, Dennet claims that the act took place before Cyph’s earliest transformation into the entity of blue fire, so there exist conflicting testimonies between the accusers and the accused. Carenos arrived in the area some time after the Kestrel family, presumably in search of them.
As you know, two of ours — Severine and Telare — were confronted and interrogated for information by Carenos some time ago in the jurisdiction of Icemule Trace. It seems he sought the names of the Kestrels who had arrived in the Landing, and when the information was not provided at his insistence, he unrepentantly slit Severine’s throat as a consequence. With your permission, I would like to either pursue (or recommend pursuing) a formal inquiry into this matter with Mayor Nihala, in the interest of seeking justice for this unwarranted assault against one of our own; while the incident took place in Icemule (likely with deliberate intent) and it is imperative that we respect their jurisdiction, having a local warrant there for his arrest could prove useful for taking action should he resurface there once again.
I believe the recent tragic murder of Lana (the niece of the music shop’s proprietor, Lute) may be key in this matter, as it is one of the only related incidents which occurred clearly within our own jurisdiction. Many gathered, including myself, witnessed her untimely and preternaturally gruesome demise, and speculation points toward the same poison which Carenos has allegedly used on Cyph, identified as the “Long Suffering”. Should this be verified and proven, we will have a better course of action to prosecute the accused for his crimes, given the rarity of said poison; samples taken from both incidents are currently being analyzed for comparison, but unfortunately, it may be difficult to attain a positive match due to the rapid and severe deterioration of the victim’s biological material. Should that fail, a comparative analysis of Cyph’s infected bloodstream to one of Carenos’ poisoned bolts may be able to provide evidence, but there is the small matter of acquiring such without potentially unlawful and/or unjust action.
There remains the fact that we are neither obligated nor inclined to turn over anyone within our walls without sufficient evidence, as has been aptly pointed out by both the former Mayor and captains of our militia; to do so would be a violation of the tenets of freedom which we espouse, and the facts of the matter — as I have stated — are regrettably insufficient as it currently stands. While it is important that we seek justice for Lute, it is my opinion that we will need further evidence to properly detain the accused, unless he manages to incriminate himself further through his own actions. He has also been witnessed placing several dangerous traps within the local environs, in a failed attempt to capture Cyph, resulting in injury to some of our citizens; unfortunately, to my knowledge such did not occur within the confines of the city proper, thus rendering his actions merely feckless and discourteous and the subject of public scorn, rather than criminal.
Furthermore, the web of suspicion surrounding Dennet grows stronger by the day. While there is no evidence to prove such at present, it is not outside the realm of possibility that he has framed Carenos for the death of Lana (and possibly others prior), in an attempt to cover up the actions of his own son and remove the accused as a threat; as an extension of that possibility, there are some who hold suspicion that he may even be responsible for his son’s unfortunate condition, and may — by extension — be attempting to cover up his own misdeeds. Should this troubling suspicion prove to be true, we will be dealing with a far more dire situation than one lone fugitive. Dennet has also apparently requisitioned a rather large number of bane coffins, which he has stated are to be used as part of a later extraction mission to the Bleaklands, but I am sure that I need to offer no reminder of their potential for misuse.
To further complicate the matter (and as both you and our former Mayor well know), Dennet has already alluded to overtures of cleansing the Brotherhood of the Rooks from our streets, a declaration of war which would doubtless come at a higher cost for us than them. The Rooks are composed largely of our own citizens, and remain a troubling issue that we must ultimately resolve of our own accord, but I am concerned that a number of convenient accusations and unjust deaths may follow as the result of such an indelicate and externally driven operation. It is no great secret that we are viewed by much of the Empire as a potential harbor for criminals and other “undesirables”, and even in the recent past certain factions have sought to take advantage of this reputation as a justification to further their own political agendas at our expense. While maintaining a peaceful accord with our Imperial neighbors is ultimately in our best interests, I do advise an equal measure of caution to optimism in dealing with the Grand Magister.
In conclusion, while I will always defer to your expertise in the finer matters of legality and jurisdiction, I do not believe it to be in our best interests to honor the Grand Magister’s request for extradition at present; in a broader sense, such a course holds too much potential risk of also violating the inherent right to freedom of our citizens and allies, and sets an uncomfortable precedent that unscrupulous parties might later be willing to take advantage of. We must rightly seek justice for Lara and Severine (and others), but to do without sufficient evidence may lead to greater backlash in the long term.
Rest assured, however, that numerous measures are being taken by our dutiful citizens and allies that will hopefully result in the resolution of this issue, which I will outline in more detail in the next section. Meanwhile, I will continue to try and maintain diplomatic relations with the Grand Magister as we unravel this further, and with any luck either Carenos or Dennet — whichever the guilty party may be — will expose themselves sufficiently and in a manner that we can seize upon.

That is, by no means, a comprehensive description of every entangled element of what’s going on…. for example:

It’s still not entirely clear what caused Lana‘s untimely and violent death; the first assumption was the Long Suffering, however, the symptoms and effects as later described don’t actually match up… for starters, it isn’t supposed to be lethal, as it clearly was in Lana‘s case. Furthermore, plinite was definitely held to Cyph‘s wound and had no visible effect (versus in Lana‘s last moments, where it did have a clear effect). That’s very much why Crux (and likely others) wanted to test the plinite on Cyph, as — in his mind — doing so potentially ruled out the poison in question. I’m sure this has probably occurred to a few people, but one of the more handy suspects for melting someone (as with Lana) at present is, of course, Quinshon the Dissembler, who has recently joined Dennet at the Outpost for… reasons.

Obviously, Crux isn’t going to go making unfounded accusations aloud at a Grand Magister, even casually… I also didn’t include the matter of Naimorai (the daughter, who has vaguely defined dark powers) and Reannah (the ailing wife, whose symptoms seem to be alleviated by plinite). All of this — in addition to Cyph — does point toward the possibility that Dennet might be secretly experimenting on his entire family; Lana‘s fatal symptoms seemed rather uncannily similar to those observed with Reannah, albeit far worse, implying that they may both be the results of varying levels of success and failure. There are other possibilities as well, of course, such as a vague governmental conspiracy to cover up some manner of plague in order to prevent global panic, or that the oddities of the Kestrel family are incidental rather than sinister. At present… who knows?

It is Kenstrom after all, so we shall see! Just wanted to put that out there OOC‘ly in order to flesh out (pun intended) some other possibilities.
