Terrified Status Upgrade-able

UPDATE: GM Zissu announced that Terrified Status can now be reapplied. If the reapplied status is stronger in duration or effect, the stronger one applies. Targets could even go from being Panicked to being Immobilized!

Terrified Status can now be reapplied. If the re-applied status is stronger in either duration or effect, the stronger applies. This includes upgrading a terrified target from being Panicked to being Immobilized.
