Morphing Rune Staff Bug is Fixed

UPDATE: GM Thandiwe posted a major bug fix went into the Morphing Runestaves today. They used to allow someone who was not enough levels to hold the enchantment to accept the worn item, and transform them into the staff and use them. https://bit.ly/3kjUtDQ
