Just deployed the update: Going forward, if justice is off on FWI, you will transport to Gardenia Commons every time.

Also, as an addendum to that: Occasionally in the past I’ve turned off (or authorized the turning off of) the sanctuary effect for GC in ‘times of peril’. That won’t happen going forward, as it would pretty much fly in the face of this update.
