Updates to Shield Capes and Solar/Nebular Weapons

MARCH OF THE BUGS: GM Thandiwe announced that Shield Capes will now allow for attunement. Additionally, Solar and Nebular weapons allow for attunement, and the ability code flare has been changed to a script-level flare, so you can now purchase other flares for it! Analyze the weapon to update it.

The ability code flare has been changed to a script-level flare. This frees up the ability to purchase other flares for it. To update your weapon, analyze it.
