Leaked Emergency Proposal, Black Rainbow part 2

We were provided with a copy of a private document from the Mayor’s office called Operation: BLACK RAINBOW. It’s the next part of an emergency security proposal sent to the Town Council, Militia Captains, and Mayoral Advisors. The Lord Mayor hopes to have it approved by the Town Council and all parties involved.

A sealed private document is hand-delivered to the individual members of the Town Council, Militia Captains Shinann and Stormyrain, and other select pertinent individuals (including some of his appointed Advisors) on the evening of the 3rd of Charlatos in the Year 5118. Labelled “Emergency Security Proposal 759”, the following is written below several introductory pages outlining the classified nature of the material within:

PHASE ONE SYNOPSIS:
The first phase will consist of reactivating the inert noabolic fields of the remaining three ruined ashen bone pillars surrounding the periphery of Wehnimer’s Landing, located in Upper Trollfang, the Glatoph glacier, and Mine Road near the Spider Temple. Two of these now black-whorled ashen bone pillars, situated in the Coastal Cliffs and the Wooded Hills of Lower Dragonsclaw, were activated prior; this was done using tenebrous energy† harvested from the echo of the Shadow Realm as a probative experiment to verify the feasibility of later work to come, during an expedition to recover Bekke’s acquaintance, “Acorn”. Given the success of these prior efforts and data points collected therein, I feel confident of the potential viability of this plan.
The process of infusing the pillars with tenebrous energy will require those talented in the art of manipulating such, or those of at least some familiarity with blood magic; I have volunteered for this task, of course, in addition to Goblyn and several other practitioners, such as Lylia, Xorus, Thrassus, Ali’shara, Talinvor, Altheren, Khylynnia, Mourne, Kipara, Nakaira, and many others. If this operation is approved, I will put out a public call for others as well, given that having backup in the form of any who are familiar with manipulating mana may be of additional aid.
While I can use my own blood for the process of conversion of energy, it would greatly ease and expedite matters to also have volunteers who have had contact with the Shadow Realm in the past. Appropriate subjects for this include individuals such as Dame Evia, who still bears traces of her exposure to the Shadow Realm, or even those who ventured into the echo of such manifested by the Blood Shaman Teuriz. These subjects can be used to convert ambient mana into tenebrous energy by allowing it to be refracted through their natural fields, thus the need for those talented in manipulating such energies; in essence, they will be serving as a lens of sorts to aid with this conversion process. Sorcerers certainly have some inherent training in such matters, but there are many others whose fields of study may make them capable of such. Further technical explanation of this process can be found in Diagrams 16A through 23E, in Section XII.
Once the remaining three pillars are infused with tenebrous energy and no longer inert, this will create the extended noabolic field‡ necessary to proceed with Phase Two. It is important to clarify, as a matter of security, that this process will in no way render the pillars operational again as relative to their original intended purpose; it would require far more energy to empower them sufficiently to that end, and the complex alteration of those parameters for the our own purposes that I have unofficially proposed — pending an official proposal upon completion of said research — has not yet been fully implemented. We are essentially using the pillars merely to establish the aforementioned noabolic field, which will provide the framework to amplify and increase Phase Two’s percentage success rate within the designated borders of effect. It is also important to clarify that the noabolic fields generated by the pillars will be layered and filtered through cryptographic sigils (See Section XIII for more detail on the encrypted invocation process), preventing any unapproved sources from tapping into said noabolic fields as a potential security risk.
As you will see in the accompanying calculations provided in Section IX (see which), I would estimate that — provided these procedures are followed without significant deviation — we have approximately a 96.4% chance of viable success and a 3.6% margin of error with this initial endeavor, which I would consider well within the acceptable limit; this estimation also takes into consideration various external elements such as potential covert saboteurs, inclement weather affecting subtle variations in ambient mana, and other such factors. I have verified these estimations with numerous independent resources (no less than 12 trusted individuals of notable expertise), as you will see in later Sections.
It is also important to note, once again, that this Phase will be conducted publicly under the pretense of its presumed (and incidental) purpose of being the first step of a multi-step process to create magical wards to protect Wehnimer’s Landing from hostile invading forces, particularly those of a supernatural or extrachthonic nature. While the full details on such have not been released, I have made no particular secret of my research and intention to do so, which makes this a convenient cover for these purposes. It is imperative that I remind all reading this, however, that Phase Two is a matter that must be kept secret in the interest of internal security, and to maintain the integrity of the operation as a whole.

PHASE TWO SYNOPSIS:
There are three potential courses of action that have been calculated for viability thus far, which are as follows:
Option One: Use the suspect’s blood (collected from prior incursion) to track and disable his teleportation device using targeted anti-magic countermeasures, allowing apprehension. SRC (Success Rate Calculation): 74.3%, with a 12.2% chance of target incurring mortal consequences as a result.
Option Two: Use blood collected from his next enduring victim (post-resurrection, if applicable), with their consent and aid and amplified by the noabolic field, to accomplish approximately the same end as Option One. SRC: 67.1%, with a 6.8% chance of target incurring mortal consequences as a result.
Option Three: Use the suspect’s blood (collected from prior incursion) to inflict multiple targeted hexes upon the suspect, amplified by the active noabolic field of the infused pillars, to disable or dispatch the suspect. SRC: 81.9%, with a 71.2% chance of target incurring mortal consequences as a result.
As this illustrates, the highest success rate comes from Option Three; however, given that our preferred outcome is capturing the target so that he might face due process and proper justice, this is exponentially less desirable due to the extremely high likelihood of mortal consequences. Option One also stands against the tenets of practice that Captain Stormyrain adheres to, and while I have no particular moral objections to lethally subduing the target for the greater good of the security of the Landing (given the gravity of his heinous crimes), it is also my desire to conduct this operation in a manner that is fully acceptable to our Captains and others persons in positions of authority involved. It is my assessment that this has escalated beyond the purview of the Constabulary, and is now a matter of townwide security that should rightly involve Militia operations as needed.
Option Two seems the most viable course of action given these factors, and thus, I will outline only such below and designate further accounting of the other options to later Sections (see which). Due to allegations of impropriety on my part that are still under investigation, I would request that Captain Stormyrain oversee this operation in my stead. This seems most appropriate given her position, and I am confident in her ability to enact the second portion of this operation given the resources this material provides, as well as her own expertise in the pertinent elements of such. I am sure that she will be able to adapt accordingly in the event of the unforeseen. I may better serve by acting as “bait” for this endeavor, given the target’s increasingly erratic and unpredictable behavior; it is my belief that he may be growing more desperate in his agenda as various avenues are cut off, and as such, he may eventually seek to strike at me more directly.
Phase Two will consist of the actual pursuit and apprehension of the target, using blood magic specifically amplified by the noabolic fields provided by the restored pillars. I will trust Captain Stormyrain — should she accept the designated position — to enlist select individuals (Militia or Civilian, at her discretion) that can be trusted to aid her unit (Unit A); meanwhile, one or more other units lead by or including myself (Unit B) will be operating non-covertly under the guise of further work upon the wards within the designated capture zone.
The Handler will be the next compliant individual attacked by the target, most likely Deckits or Xorus, although I should not rule out any potential deviation from the target’s stated agenda. This Handler, who will hopefully have at least some working knowledge or familiarity of blood magic, will be working with Unit A to detain the target. While the operational parameters are within the hands of Unit A Leader, one possible recommendation is to weave and invoke a mana-severing field around the target’s immediate proximity once sighted, effectively disabling the device or devices he uses to translocate. The device in question is presumed to be operating through some form of mana-powered technology, as evidenced by its failure during the mana disruption created by Stephos DeArchon; an unfortunately brief analysis in the field of the explosive prisms he also utilizes would seem to be in line with this assessment, and might indicate potential Ithzir origins.
Regardless, the Handler may be working in conjunction with Unit A Leader to disable the target by means of a reverse-sympathetic connection established from the wounds incurred, amplified greatly by both the noabolic field and the Handler’s own force of will. By expanding and following the thread created from the psychic dissonance of the attack itself, empowered by the blood of the victim’s wound and their will, it is theoretically possible to establish a quasi-psychic “link” between the attacker and the victim that might be exploited (see further detail in Section X). This is all contingent upon another individual being physically attacked, of course, so I would recommend being prepared to improvise alternatives, provoke the target into such, or manipulate circumstances into such occurring if needed.
The DCZ (Designated Capture Zone) should be focused upon the central nexus of the Burrow Way tunnels, either underground or above ground in the neighborhood of Lyon Way, in the western vicinity of the cul-de-sac; this is where the amplification of the pillars will be most potent, with efficacy deteriorating at a rate of .316% per yard from the central radius of effect. For security purposes, Unit A Leader will be taught the access invocations, as well as the Handler (at Unit A Leader’s discretion); any others maintaining cover within Unit A will serve as channellers who will directly aid. Anywhere within the DCZ should suffice for invocation purposes, but the closer to the central area, the greater the likelihood of success and the lower the possibility of some manner of catastrophic failure. It would not be advised to attempt to invoke the noabolic field outside of the area indicated by the DCZ, as doing so could have an exponentially higher chance of backlash. Further calculations of such can be found in Diagrams 7A through 16C, in Section X.

FULL SUMMARY:
In conclusion, if this operation is approved by the Town Council and other related parties, then plans for Phase One will proceed ASAP once preliminary preparations have been made and a time/date established. We currently have a sufficient number of enlisted volunteers to proceed with infusing the remaining three pillars in order to make them operational for these purposes, but given the public nature of this portion of the operation and the comparative resistance to tampering inherent to the design, I am comfortable putting out a call for any who wish to aid. This should be a relatively simple task in and of itself, but an increased measure of redundant systems are always useful for expediting such processes.
Once Phase One is completed as a prerequisite, Phase Two will be entirely in the hands of Stormyrain or the designated Unit A Leader, if another is chosen. This will be the covert portion of the operation, and given the largely reactionary nature of its parameters, Unit A must be prepared and ready to act at any given moment once the target surfaces again. Ideally, Unit B and others gathered will be operating non-covertly as bait to draw out the target within the Designated Capture Zone (above or within the Burrow Way nexus), under the pretense of further labor upon the warding structure. Whatever means Unit A chooses to use to engage and subdue the target is ultimately up to them, but they must be prepared to act swiftly to adapt and improvise mid-operation if needed.

Tenebrous energy, often used in tenebramancy, is essentially shadow energy that is created from the extreme absence or devouring of light; it is hypothesized to be a rare fusion of spiritual and elemental energy, and like some forms of blood magic, is more commonly used in flow magic or as a supplement to broader and more codified practices.
Noabolic field: An area of effect created by emanations generated from multiple concentrated sources in overlapping resonance or dissonance with one another, which — with proper knowledge — can be tapped into to amplify certain magical effects within said boundaries.
