To the Concerned Citizen and Allies of Wehnimer’s Landing, As many of you know, Elementz and Ariond initiated a search party this evening, of their own accord and accompanied by numerous volunteers; my understanding is that their joint purpose was to seek out the fugitive Carenos‘s location, not with injurious intent or in pursuit of the bounty offered by Grand Magister Dennet Kestrel, but to offer a peaceful request for information regarding his own history and conduct. The search parties were met with a number of vicious traps (ostensibly left for hunting food), followed by several unfortunate incidences of mass violence, resulting in many injuries and deaths within the lawless environs of our town. Carenos was later arrested, however, and charged with the murder of Rowmi — in view of several witnesses — within the lawful confines of the city. He will be detained for his own safety, as well as the safety of others, until Thrayzar (Steward of the Militia) and the Town Council can make a determination on how best to proceed. Before his capture, he was witnessed in a state of highly unusual (and potentially occult-induced) distress and agitation, which some believe may have been an attributing factor to his confused and hostile behavior. He appeared to be suffering under some manner of unverified hallucination, and given the extenuating circumstances surrounding his confrontation and capture, you have my assurances that a full investigation into this matter will be conducted. As an emergency measure, I have requested that the accused be incarcerated within veil-iron or mithril-reinforced confinement, for safety and to prohibit internal or external influence, until the precise nature of his affliction can be determined. I have also requested fair treatment and diagnosis, should such be required, and it is my hope that things will be resolved swiftly and justly. I have already received several testimonies and eye-witness accounts regarding the full incident, and will be presenting a summary of such to the Town Council to assist their decision. I do always welcome any further testimonies or opinions, however, and should you have such to offer, you will find my office generally open during the evenings as per the hours posted in Moot Hall.
