Empathic Focus Spell (1109) Gets Mana Cost Update

UPDATE: As the last part of his Buff Spells updates, GM Nyxus announced that Spell 1109, Empathic Focus, will now cost 9 mana in all cases. (It used to scale with training.)

1109 should now cost 9 mana in all cases. Previously the cost would scale with spell training.

Other than 707 and 716’s minimum duration still being 20 minutes instead of 2 hours, this is the last known issue from the Buff Spells Update. Please @ me if other issues are identified. Thank you!
